Kent State University Tuscarawas Campus Master Plan

As the first step in the implementation of an updated campus master plan for Kent State University’s Tuscarawas Campus in New Philadelphia, Ohio, EMH&T is providing design services for a new signature entry into campus from East High Avenue. The KSU Tuscarawas Campus encompasses 170 acres and includes four major buildings as well as pedestrian walks, five interconnected parking lots, and a campus loop road. The EMH&T team is addressing utility extensions, power and lighting, and floodplain/stormwater associated with the new roadway for this approximately $2.4 million project, which consists of a new vehicular boulevard, campus entry signage, pedestrian sidewalks, roadway landscaping, a bridge crossing Beaverdam Creek, exterior lighting, storm water drainage, and potential intersection improvements at East High Avenue and 21st Street.

EMH&T evaluated the floodplain permitting requirements for the stream crossing. Due to flood elevation impacts, a CLOMR application with FEMA was required and coordinated by EMH&T. EMH&T also provided a required Mussel Survey within the impacted area of Beaverdam Creek. An initial Reconnaissance Survey for Unionid Mussels was conducted and the results required a complete Mussel Survey and Relocation as part of the project.
