Stormwater Utility Rate Study Implementation
For the Ohio municipalities of Obetz, Gahanna, London, Ironton, Canal Winchester, and Fairfield and Franklin Counties, EMH&T provided studies and presented options for the creation and implementation of a stormwater utility. The methods for analysis that were considered within each community included some or all of the components listed below.
•Determining the basis for the utility
•Establishing the cost to the community for existing and proposed stormwater system operation, maintenance and system-wide improvements
•Evaluation of alternative rate structures for the implementation of the stormwater utility
•Establishing a billing mechanism/plan for future development and implementation of the utility
•Providing enabling legislation and preparing ordinance language needed to enact the new utility
•Educating both elected official and the general public regarding the basis for the utility
In addition to assisting these Ohio communities with their stormwater utility needs, EMH&T also completed a rate study analysis for the Town of Stallings, North Carolina. As part of this effort, we considered alternative methods for assigning ERU’s to single family properties throughout the community and established a pro forma to determine the appropriate rates that would meet the financial needs of their stormwater program.
