Seneca Fractionation Facility Expansion
EMH&T completed the application for a Section 404 Individual Permit and Section 401 Water Quality Certification for expansion of the MarkWest Seneca Processing Facility in Summerfield, Ohio. EMH&T completed all environmental tasks associated with the permitting, including endangered species coordination, development of alternatives analysis and mitigation plans, and agency negotiations. The permit allowed for fill impacts to over 4,000 linear feet of streams, with onsite mitigation achieved through the preservation of over 22,000 linear feet of onsite streams. This onsite mitigation provided a significant cost savings to MarkWest as compared to the potential cost of purchasing in-lieu fee credit. The permits were successfully obtained in 2016. EMH&T negotiated an extended 10-year permit expiration date, which will allow MarkWest the flexibility to complete the expansion in phases between 2016 and 2026.
