PrimeOhio II Industrial Park NEPA
EMH&T was hired by the Springfield and Clark County Community Improvement Corporation (CIC) to provide design for the development of a 200-acre industrial campus. Development of the proposed industrial park required the design and construction of over 10,000 linear feet of water main, sanitary sewer and storm sewer. A portion of the proposed water and sewer infrastructure project for the PrimeOhio II site was eligible for design and construction assistance under Section 594 of the Water Resources Development Act (WRDA), which triggered NEPA compliance. Accordingly, EMH&T prepared an Environmental Assessment document that addressed the existing environmental conditions and potential environmental impacts for the project. To aid the USACE, Louisville District in preparation of the EA for the project, EMH&T provided coordination with the Federal Emergency Management Agency (FEMA), USDA Natural Resources Conservation Service (NRCS), Ohio Department of Natural Resources (ODNR), Ohio Department of Transportation (ODOT), Ohio Environmental Protection Agency (OEPA), Ohio Historic Preservation Office (OHPO), and U.S. Fish and Wildlife Service (USFWS). Subsequent to the submittal of the draft EA to USACE and upon completion of the draft Finding of No Significant Impact (FONSI), EMH&T provided appropriate public notice of availability and completed the public review and comment process. Coordination with USACE personnel resulted in obtaining a final FONSI (i.e. environmental clearance) for the project.
