For the past 22 years, EMH&T has managed the resurfacing and/or reconstruction of City-owned and maintained streets, parking lots, and bike/leisure paths. EMH&T initiates the project by conducting a surface evaluation of the areas of concern using the ODOT Pavement Rating System, with subsurface investigations (pavement cores and borings, if necessary) following. Through these assessments, recommendations such as mill and pave resurfacing, overlay, spot full depth repairs, full reconstruction, installation of subsurface drainage systems, curb replacement, and storm sewer installation are made for each pavement section included in the program. EMH&T then prepares detailed construction plans, specifications and bidding documents. Included in this effort are site survey, detailed design, value engineering analysis, constructability review, bid and contract document preparation, and assistance during bidding. Following bidding, EMH&T provides construction management, resident project representation and material testing services. The annual paving project typically includes 5,000 to 10,000 tons of asphalt paving, 25,000 to 40,000 sf of concrete flatwork, and 60,000 to 80,000 pounds of crack sealing along with other miscellaneous work.
